Chinese Embassy Backs the Philippines’ Crackdown on Offshore Gambling
The two countries hope to crack down on illegal gambling practices, which are often accompanied by more serious crimes like human trafficking
The Chinese Embassy in Manila has voiced its support for the Philippines’ endeavors to tackle issues associated with offshore gambling operations. This statement comes in the wake of recent arrests of Chinese nationals linked to Philippine Offshore Gaming Operators (POGO), involving possession of high-powered firearms and attempted bribery.
Illegal Gambling Remains a Pressing Concern
The Chinese Embassy expressed its solidarity with Philippine law enforcement agencies in addressing the underlying causes of problems arising from the offshore gambling industry. Notably, the embassy reiterated that gambling in any form was illegal in mainland China and disapproved of Chinese nationals participating in such activities abroad, stating it would support ongoing efforts to curb such practices.
Recent incidents involving Chinese nationals underscore the challenges associated with offshore gambling. In one instance, Philippine authorities seized high-powered firearms, ammunition, and contraband from a Chinese national in Taguig City. Additionally, another Chinese individual was apprehended by authorities for attempting to bribe officials for the release of those arrested.
The Chinese Embassy stays in communication with the Philippine law enforcement agencies on offenses related to POGO and supports the Philippine side in addressing the root causes of the problem.

Highlighting gambling as a social menace, the embassy emphasized that Chinese citizens often fall victim to offshore gambling. As part of its commitment to upholding the rule of law, the Chinese government consistently advises its nationals overseas to abide by local laws and regulations. However, unlicensed entities remain elusive and resourceful, often managing to avoid detection and maintain their operations.
The Two Countries Will Maintain Their Collaboration
The Philippines Bureau of Immigration (BI) reported a significant increase in exclusions of foreign nationals, with 76 Chinese citizens among the 401 individuals barred from entering the Philippines due to immigration violations. Most of these exclusions were related to suspicions of involvement in illegal online gaming hubs, validating the Chinese Embassy’s rising concerns.
BI Commissioner Norman Tansingco highlighted the agency’s proactive approach, utilizing intelligence information and patterns of previous arrests to intercept potential violators. Those excluded from entry are promptly repatriated to their countries of origin. At the same time, individuals deemed likely to become a public charge are added to the BI’s black-list to prevent future entry attempts.
