Finland’s gambling regulator has reopened its investigation into White Hat Gaming, raising fresh questions about how offshore operators are engaging with Finnish players ahead of the country’s planned market overhaul. The National Police Board launched this new probe after observing continued gambling services and marketing aimed at Finnish consumers, despite earlier assurances that such activity had been scaled back.

According to a recent report by Next.io, Finnish officials believe that new evidence ties White Hat to multiple operators targeting locals. Finland maintains one of Europe’s strictest gambling systems, in which the state-owned Veikkaus holds exclusive rights to offer and promote betting services domestically. International operators that directly target Finnish consumers can face severe penalties.

The regulator has identified a network of Finnish-language casino websites that operate within White Hat’s broader ecosystem. The platforms reportedly display Finnish bank logos and are promoted through local affiliate channels. Officials contend that such details indicate a deliberate effort to appeal to Finnish consumers.

White Hat vigorously contests this interpretation. The company stated that the offending platforms are not under its control and instead belong to third parties attempting to imitate its brands. The firm added that it has taken measures against what it called “rogue” operators and continues to cooperate with authorities to protect its reputation.

Finland’s Gambling Sector Is Preparing for an Overhaul

The stakes for White Hat could be significant. Finland plans to end its monopoly system and open the online gambling market to licensed competition by July 2027.
