Uganda Impounds Over 80 Illegal Machines in Mbarara and Ibanda

Uganda’s National Lotteries and Gaming Regulatory Board (NLGRB) has stepped up its crackdown on illegal gaming, seizing over 80 unauthorized gaming machines in Mbarara and Ibanda during Operation “Mashine Haramu.”
NLGRB Seizes Dozens of Illegal Gambling Machines
According to NLGRB Operations Manager Steven Tabaruka, more than 6,000 unlicensed gaming machines have been confiscated nationwide since the operation’s launch. The initiative targets unlicensed gaming operators, suppliers, and manufacturers who compromise industry integrity and exploit vulnerable communities.
Residents in the affected areas have expressed support for the operation, highlighting the personal and societal harm caused by illegal gambling. A local resident in Mbarara described the machines as dangerous and urged authorities to continue removing them. Tabaruka reiterated that the Board’s primary objective is to protect Ugandans by reducing unregulated gambling and promoting legal compliance. He encouraged operators to visit NLGRB offices in Mbarara or Kampala to formalize their businesses.
This latest enforcement action follows a series of similar operations, including the arrest of a technician in Kampala last month, who was found in possession of hundreds of slot machine motherboards. It also aligns with the NLGRB’s ongoing outreach in northern Uganda, where discussions with stakeholders have focused on tackling underage gambling, raising compliance awareness, and strengthening community collaboration.
What Are Some Interesting Features of the Gambling Sector in Uganda?
Uganda has established a supportive regulatory framework for gambling businesses through the Lotteries and Gaming Act of 2016. The National Lotteries and Gaming Regulatory Board (LGRB) issues various types of licenses covering sports betting, lotteries, casinos, and other gaming activities. As part of the licensing process, the Board conducts thorough background checks on applicants, including criminal history, financial soundness, and adherence to responsible gambling standards.
Licensed operators are subject to a 15% tax on Gross Gaming Revenue (GGR), while players’ winnings are also taxed at a 15% withholding rate. These taxes contribute to the national budget. However, during discussions around the taxation framework, some stakeholders raised concerns that the high rates could either discourage local participation or drive growth in illegal gambling markets.
Online gambling is permitted in Uganda, provided it is strictly regulated. Operators licensed by the LGRB may offer both online sports betting and virtual casino services. The regulatory board closely monitors online platforms to prevent underage access and ensure compliance with all legal requirements.
Last, but not least, Uganda has set the minimum legal gambling age at 25. This is significantly higher than in many other countries, with the policy aiming to reduce the risk of gambling addiction among younger populations.
