KSA Fines YouTuber LeftlanePapi Due to New Gambling Content Rules

The Netherlands Gambling Authority (KSA) announced on July 2 that it has imposed a fine on YouTuber LeftlanePapi for repeatedly promoting and engaging in illegal online gambling through his channel, which has over 53,000 subscribers.

LeftlanePapi Fined by the KSA

Investigation into the YouTuber started back in April when the KSA reviewed a YouTube video in which the influencer was shown gambling on Skyhills.com. this is a popular platform offering slot games, live casino content, and sports betting without holding a Dutch license.

The video also included promotional text encouraging viewers to use the same platform, featuring a direct link to Skyhills and an invitation to join a Discord channel offering Dutch-language support. The KSA concluded that this constituted a clear case of illegal promotion and participation in unlicensed gambling.

Despite receiving a formal warning from the regulator, the influencer did not remove the video, and additional streams followed. In one of them, the influencer acknowledged the potential consequences, stating that he always just leaves the stream live for 12 hours and then deletes it immediately. As a result, the KSA issued a penalty order requiring the influencer to immediately halt all illegal promotional activities. Non-compliance will result in a fine of €25,000 ($29,400) per violation, up to a maximum of €75,000 (around $88,000).

The decision against LeftlanePapi was officially issued on 18 June but was only made public on July 2. KSA stated that it chose to disclose the ruling in the interest of consumer protection, aiming especially to safeguard young people from fraud, gambling addiction, and unsafe betting environments.

KSA Is Implementing New Gambling Advertising Regulations

The penalty imposed on LeftlanePapi illustrates the KSA’s newly implemented enforcement approach aimed at influencers. Under this model, when a violation is identified, the influencer is formally instructed to remove the illegal content within 48 hours. If they do not comply, the KSA will escalate the matter by contacting the hosting platform, such as YouTube or Instagram, to take down the content and may also impose financial penalties on the influencer.

The regulator confirmed that similar warnings have already been issued to several other influencers. However, even larger gambling actors have received warnings from the KSA under the new rulings.
