Online Casino Bill Clears Final Hurdle in New Zealand

New Zealand’s gambling industry is entering a new chapter after lawmakers approved the country’s first dedicated framework for online casino gaming. The Online Casino Gambling Bill has passed its final reading in Parliament, establishing a regulated market that will reshape a sector long-dominated by unregulated offshore operators that offer insufficient consumer safeguards.

Regulated Operators Must Meet Strict Requirements

Internal Affairs Minister Brooke van Velden noted the legislation aims to strike a balance between market access and player protection. The updated framework allows up to 15 licenses to be granted through a competitive process and will enable selected operators to deliver legal online casino products nationwide.

Licensed operators must meet strict requirements. These include systems to help identify and exclude problem gamblers. Companies must also abide by broader harm prevention measures and transparency standards. Regulators will also gain new enforcement tools, such as the power to issue takedown notices and impose harsh financial penalties.

The Department of Internal Affairs will oversee the sector. However, enforcement could prove challenging, as the gambling market often extends outside national borders. To combat these complications, the law aims to ensure that rules apply to any operator targeting New Zealand residents, regardless of where that company is based.

Industry Interest Is High

New Zealand also aims to secure the financial benefits associated with a regulated market. Licensed operators will pay local taxes, eliminating a loophole that allowed offshore platforms to operate in New Zealand without contributing tax funds to the government. According to officials, a portion of that income will be directed toward community initiatives, which include grassroots sports and local organizations.

New Zealanders also want the benefits from the online casino gambling to flow back to local sports clubs, community groups, and grassroots organisations. This Bill delivers on that expectation.

Authorities have also reached out to other potential applicants, encouraging early engagement.

Policymakers want to ensure that competition remains fair and that no single operator dominates. The changes should also greatly benefit players, providing them with legal alternatives.
