Brazil’s President Pushes for New Restrictions on Online Gambling

Brazil is currently considering changes to its online betting regulations as the government prepares new restrictions that could shake up one of the world’s fastest-growing gambling markets. Officials close to President Luiz Inácio Lula da Silva say a presidential decree is in the works, which will restrict access to betting platforms and limit promotional activities.

Gambling Harm Is a Notable Concern

The new proposal reflects rising unease inside the administration about the social impact of online gambling, particularly as household debt levels climb. Lula’s proposal would restrict access for financially vulnerable individuals such as people currently participating in federal debt renegotiation programs. It would also impose stricter limits on advertising campaigns that promote excessive or impulsive betting.

Lula has spoken openly about his concerns, describing the rapid expansion of online gambling as damaging to Brazilian families. In recent remarks, he suggested that, if given the choice, he would consider far more drastic action. Still, any sweeping change would face political hurdles, especially in a Congress where support for the industry remains significant.

The debate comes just a year after Brazil formally opened its regulated online betting market. The 2025 framework aimed to regulate a previously fragmented space, offering licensing pathways and generating tax revenue. The industry has expanded rapidly since then, attracting millions of users and major international operators. However, this growth has since been linked to increasing consumer debt and financial strain.

Attitudes Toward Gambling Remain Mixed

Brazil’s gambling sector faces its first significant challenge. While a presidential decree might establish more stringent regulations, it may also create friction with lawmakers who believe such decisions should go through Congress. Some observers warn that bypassing the legislative process could undermine the stability of the regulatory framework just as it is beginning to gain traction.

Luis’ proposal also faces some competition. Congressman Pedro Uczai recently introduced legislation that goes much further, calling for a complete ban on online gambling. The proposal would reverse last year’s legalization, prohibit advertising and sponsorships, and block financial transactions tied to betting platforms. While that bill faces long odds, it underscores the divided opinions in the sector.

Industry representatives stress that stricter enforcement is preferable to a complete ban. They warn that overly aggressive restrictions could push players back toward unregulated offshore sites, reducing oversight and cutting off tax revenue. For a market that only recently found its footing, the next phase could prove just as critical.
