Germany Slams Rapper with $292K Fine for Promoting Illegal Gambling

The GGL reminded the public that those who promote illegal gambling in any way, including by streaming such content, risk fines

Germany’s gambling regulator has fined a popular rapper due to his extensive promotion of illegal online gambling. The penalty followed previous warnings that the performer did not heed.

Capital Bra Promoted Illegal Gambling Extensively

In its official announcement, the Gemeinsame Glücksspielbehörde der Länder (GGL) said that Vladislav Balovatsky, also known as Capital Bra, had been repeatedly publishing gambling content across his social media channel. While online gambling is allowed in Germany, the platforms he promoted were not.

In addition to that, Capital Bra participated in gambling streams, which he promoted across his channels. To top it all off, Capital Bra continuously promoted illegal websites via banner ads across his sites and operated a comparison site for illegal online casinos.

As a result, the GGL determined that Capital Bra advertised illegal gambling, in breach of Germany’s ban on such advertisements.

The Rapper Did Not Respond to Initial Warnings

According to the GGL, proceedings against the rapper kicked off in October 2025. However, Capital Bra did not respond to initial warnings. As a result, the GGL issued a cease-and-desist order. However, Capital Bra did not respond to that either.

As a result, the GGL proceeded with enforcing a fine. In collaboration with the West Hesse Police Headquarters, the regulator served Capital Bra with a EUR 250,000 ($292,360) fine during a club concert he held in Wiesbaden.

The GGL reminded the public that those who promote illegal gambling in any way, including by streaming such content, risk fines. Under German law, public streaming of illegal gambling content is treated as advertising, allowing regulatory bodies to issue warnings and potential fines if the initial warnings go unheard.

Ronald Benter, GGL’s CEO, emphasized that Germany does not wish illegal gambling to be normalized and is ready to penalize all violators.

GGL Seeks to Improve Germany’s Channelization Rates

In other news, the GGL recently urged lawmakers and gaming industry stakeholders to take action against the growing black market in the country.

This call came as the GGL said that channelization remains relatively low, with roughly 23% of players still choosing to play with unlicensed companies.
