South Carolina Casino Legalization Efforts Face Renewed Resistance

​Efforts to bring commercial casino gambling to South Carolina are once again facing stiff resistance as religious groups step up their opposition. As lawmakers are debating whether to loosen the state’s long-standing restrictions and tap into the significant tax benefits of legalized gambling, religious leaders are lobbying to keep the status quo.

Gambling Could Lead to a Rise in Debt and Addiction

A group of pastors and faith-based organizations gathered at the State House in Columbia to present a united front against any proposals that would permit casinos to operate in the state. The meeting, named “Pastor’s Day at the Capitol,” featured a public press conference alongside private discussions between church leaders and lawmakers, signaling a coordinated push to slow or stop gambling expansion.

Casino opponents argue that gambling expansion would place added strain on families and communities already struggling economically. Speakers warned of a rise in gambling addiction and debt, as well as a spike in social instability. They noted that casino expansion would disproportionately affect rural areas where developers often pitch projects with promises of jobs and tax revenue.

The timing of the event was no accident. State representative Bruce Bannister, who is also the chairman of the House Ways and Means Committee, is preparing to introduce a broad gambling proposal that would establish the South Carolina Gambling Commission. This new authority would award casino licenses in the state, effectively paving the way for gambling expansion.

A Regulated Casino Sector Could Bolster the Local Economy

Casino legalization supporters cite economic studies suggesting that a casino resort along the Interstate 95 corridor could generate approximately $100 million in annual tax revenue, while bolstering the economies of nearby counties. Developers such as Santee Development Corp. say such projects could bring jobs and investment to struggling regions.

Bannister has acknowledged the uphill battle. While he argues that vocal opponents represent a minority, he accepts that many lawmakers remain apprehensive due to stiff resistance from churches and community groups. His proposal would dedicate 35% of casino tax revenue to the South Carolina Conservation Bank, outlining the benefits of legalizing casinos.

However, opposition extends beyond religious organizations. Governor Henry McMaster remains firmly against casinos and sports betting, even warning that gambling expansion would damage the state’s character. Even if Bannister’s bill were to clear the General Assembly, a veto from the governor remains a distinct possibility.
