Russian Court Jails Illegal Casino Network Members

A Vladivostok, Russia court has sentenced 16 people linked to a long-running illegal casino network, further fueling concerns about rising gambling-related crime

Reports of a sudden increase in the number of gambling-related crimes in Russia’s Far East got fresh backing following the sentences issued by a Vladivostok court to 16 people tied to an illegal casino network that had been allegedly operating for years in the region’s Integrated Entertainment Zone (IEZ).

The latter is a special leisure and entertainment development located on the Pacific Coast of Russia that hosts luxury hotels, world-class casino resorts, theme parks, dining venues, cultural attractions, and more. 

Illegal Operations at “an Especially Large Scale”

The mastermind of the operation, who has not yet been named, received a suspended three-year prison sentence from the Pervomaisky District Court

The remaining members of the group were slapped with jail terms ranging from six months to two years after being convicted of the “illegal organization and conduct of gambling committed by an organized group on an especially large scale.”

According to investigators, the group had been quietly running underground casino operations in Vladivostok since 2016, managing to keep a low profile until a coordinated police raid in late 2024 brought everything to an abrupt end. 

The raids targeted several locations across the city, including sites on Lugovaya, Sportivnaya, Zhigura, and Tramvaynaya streets.

By the time police moved in, the operation had already made serious money. Authorities estimate the casinos pulled in around RUB 375 million, roughly $4.9 million at current exchange rates. 

The police operation also resulted in seized gambling equipment and confiscated vehicles valued at about RUB 2.8 million, or $36,000.

Ideal Breeding Ground for Illegal Gambling

The actual geography of Vladivostok could help explain why illegal gambling keeps surfacing there, with the city sitting in the proximity of the borders with China as well as within easy reach of Korea and Japan. 

This location makes it a natural magnet for gamblers and organized groups alike, forcing law enforcement to deal with a steady flow of betting-related crimes in the city and across the wider Primorsky Krai region

While Vladivostok is one of the few places in Russia where casinos are allowed to operate legally under the IEZ framework, that status has not deterred illegal operators. 

Siberia, another region with a designated gambling zone, appears to be facing similar problems. A trial that began in November involves 37 defendants accused of running illegal gambling venues outside the approved zone.

Russian media have also reported that security services in Krasnoyarsk, Kansk, and Achinsk uncovered an underground casino ring that worked “under the guise of registered bookmakers.”

All of this comes as gambling remains a heated topic at the national level. The recent busts coincided with sharp criticism from Russian Orthodox Church leaders, who spoke out against Finance Minister Anton Siluanov’s proposal to legalize and tax online casinos. 

In a letter to President Vladimir Putin, Siluanov argued that bringing online gambling into the legal economy could generate RUB 100 billion, or about $1.3 billion, in new state revenue, but critics of the idea claim the legaization would lead to an uncontrolled increase in gambling addiction. 

In December 2025, Russia voted new legislation that would allow citizens dealing with gambling addiction to voluntarily join a “self-prohibition” registry.
