New York Regulators Greenlight Final Bids in Casino License Race

The long-running contest to introduce full-scale casinos to New York City is nearing its conclusion with state regulators formally approving the final three remaining bids. After years of political wrangling, community hearings, and behind-the-scenes negotiations, the New York State Gaming Commission’s vote this week effectively locked in the three projects that will shape the city’s gambling future.

State Officials Expect Long-Term Benefits for Communities

The projects that survived the tense race are Steve Cohen’sMetropolitan Park proposal near Citi Field in Queens,Bally’s planned casino in the Bronx, and Resorts World New York City’s expansion at Aqueduct Racetrack, also in Queens. The commission’s approval means that construction will likely commence shortly after the three operators receive their full licenses.

Governor Kathy Hochul noted that this final verdict marked the culmination of a careful and deliberate process. She emphasized that each bid demonstrated local backing, promised community investment, and outlined long-term economic plans. State officials have repeatedly touted the projected benefits, such as investments in public transit and education, alongside tens of thousands of construction and permanent jobs.

Union leaders have described the projects as a rare opportunity to secure stable and well-paid jobs in a city where large-scale projects are becoming increasingly hard to realize. Local supporters echoed that optimism, seeing the casinos as anchors for wider development as they draw visitors and private investment into neighborhoods that have long sought revitalization.

Some Opposition Remains

However, the vote did not silence critics. Protesters interrupted the commission meeting, raising concerns about pollution, congestion, and social harm. The Metropolitan Park project, in particular, faced resistance due to the environmental strain near Flushing Meadows–Corona Park. Skeptics also doubted whether the promised economic gains would materialize in a city as large and complex as New York.

Casino industry economists urge caution. While a development costing several billion dollars may seem significant, research indicates that urban casinos only rearrange existing spending and create little fresh wealth. Money spent at slot machines or gaming tables does not reach other parts of the local economy, resulting in job losses at nearby businesses.

Critics also point to the timing of this development. Brick-and-mortar casinos are expanding at a moment when digital gambling, especially mobile sports betting, is booming. A younger generation increasingly accustomed to betting through their mobile devices often skips casino floors altogether. Nevertheless, New York City boasts unique advantages. A large population, booming tourism, and a high level of wealth could be just what the new casinos need to achieve long-term success.
