Lotteritilsynet Upholds $993K Fine Against Norsk Tipping
The fine is related to a very serious offense which was the latest in a chain of compliance failures committed by the lottery operator

The Norwegian Gambling and Foundation Authority (Lotteritilsynet) has upheld a NOK 10 million ($993,080) fine against Norwegian lottery operator Norsk Tipping. The financial penalty is due to earlier errors related to a Eurojackpot lottery draw from earlier this year.
Norsk Tipping to Pay $993K for Lottery Failings
In June 2025, Norsk Tipping experienced a serious error that incorrectly communicated the size of the winnings of thousands of players. Some 47,000 lottery participants received prize notifications that claimed they had won much more than they actually had. Of them, 30,000 received direct alerts via SMS or push notifications.
The error incorrectly multiplied prize sums by 100, where it had to divide them instead. As a result, players were incorrectly informed that they had won 10,000 times more than they actually had. This was deemed to be a very serious offense and, to make matters worse, was the latest in a chain of compliance failures committed by the lottery operator.
A Breach of Public Trust
Tore Bell, Lotteritilsynet’s department director, was extremely unhappy with the violation. He emphasized that the breach undermined public trust, hurting players’ confidence in the state lottery. According to Bell, Norsk Tipping should have had sufficient internal controls to identify the mistake in advance and prevent the incorrect messages from reaching the players.
Although Norsk Tipping has since implemented stricter internal protocols, Lotteritilsynet argued that the violation was a very serious one. As a result, Lotteritilsynet opted to uphold the NOK 10 million fine.
Norsk Tipping Faces a Separate Fine
As mentioned, the Eurojackpot issue was not the only violation plaguing Norsk Tipping. Earlier this year, the state-owned lottery operator committed serious errors related to the Supertrekning lottery draw that took place in April.
On September 29, the regulator brought up these issues and said that the operator is facing a fine of up to NOK 25 million ($2.5 million).
For context, Lotteritilsynet understood that the draw in question saw Norsk Tipping accidentally exclude thousands of players from a draw for 52 prizes of over NOK 1 million. The authority explained that the cause of this was a deletion of players who had placed bets via cooperative banks around Christmas and New Year.
Earlier this year, Norsk Tipping received a separate NOK 46 million ($4.6 million) fine for other lottery draw failings.
