Virginia’s Sportsbooks Reported an Increase in Handle in Q1
The Virginia Lottery said that eleven operators reported net positive adjusted gross revenue for April

The Virginia Lottery, an organization responsible for regulating sports wagering in the Old Dominion, has published its latest wagering report. According to the figures, Virginians wagered more than they did in the prior-year period, although the handle was still lower than the handle recorded in March this year.
The April Handle Increased
The report, which covers the period from April 1 to April 30, 2025, shows that sports betting aficionados in Virginia spent a total of $609.7 million on sports wagers. As mentioned, this figure exceeded the results recorded in April 2025, attesting to a healthy industry.
The figures released by the Virginia Lottery furthermore show that an overwhelming number of players prefer placing bets online. Of the total sum wagered, $603.7 million was wagered with mobile sportsbooks. In the meantime, only $6 million was spent on bets at retail sportsbooks.
The Virginia Lottery further stated that players won a total of $546.9 million back. In fact, retail bettors seemed to have fared better, getting $6.4 million back, which exceeded the total sum wagered. In the meantime, mobile bettors won $540.5 million.
The winnings resulted in a combined 10.30% operator win percentage (hold). With other deductions considered, the adjusted gross revenue of Virginia sportsbooks stood at $56.1 million for the month. Mobile operators’ AGR reached $56.6 million but casino retail activity reported a loss of $473,390 due to the high customer win rate.
Virginia’s Sportsbooks Paid $8.5M in Taxes
The Virginia Lottery also published information about the tax paid by the state’s sportsbook. Under the local rules, 97.5% of the tax proceeds are to be deposited in the state’s General Fund. The remainder fuels the Problem Gambling Treatment and Support Fund which is administered by the Virginia Department of Behavioral Health and provides crucial treatment services to those struggling with gambling problems.
The Virginia Lottery added that 11 operators reported net positive AGR for April. As a result, they paid a total of $8.5 million in taxes. The regulator elaborated that $8.3 million of this will be deposited into the General Fund, with the remaining $212,945 to go to the Problem Gambling Treatment and Support Fund.
