VGW’s Expansion Comes at the Backdrop of Increasing Industry Restrictions
VGW’s launch of LuckyLand Casino marks an expansion during a period when the sweepstakes casino industry is encountering market restrictions. So far in 2025, governors in Montana, Connecticut, New Jersey, and California have signed legislation prohibiting sweepstakes casinos. New York became the most recent state to outlaw sweepstakes casinos when, last week, Governor Kathy Hochul signed Senate Bill 5935.
In markets where restrictions apply, VGW has consistently suspended its Sweeps Coin gameplay while keeping its Gold Coin gameplay active. This approach allows VGW to maintain a revenue stream, whereas other industry peers often shut down both types of gameplay when exiting a market, forfeiting all revenue.
That being said, the company has not gone through 2025 without having to make some sacrifices. In the summer, VGW announced it would be closing Chumba Casino and Global Poker in Canada as of October 23.
