Spain to Introduce an AI-Powered RG System Which Flags Issues in Real Time
The Spanish gambling regulator is strengthening consumer protections after news surfaced that teenagers and young children may be exposed to disproportionate levels of harm

The DGOJ, Spain’s gambling regulator, has launched a public consultation that will continue through September 25, 2025. The purpose of the consultation is to help establish a new AI-driven system that flags 60 criteria that could be indicative of gambling-related harm and excessive spending, the regulator explained.
Spain Set to Develop a Comprehensive State-Backed RG System
Should this go through, it would be one of the most ambitious oversights introduced by a gambling regulator in Europe, but there is a long way to go before this happens. The 60 criteria singled out by DGOJ will include session frequency, wins and losses, deposit and withdrawal patterns, and more.
Furthermore, the system will use XGBoost machine learning algorithms to garner a better understanding of the variables that the system is monitoring and help contextualize them, and determine if a player is experiencing gambling-related harm.
One complaint against the proposal has been its span and reach, with DGOJ confirming that it will cover sports betting and online casino games but leave out lottery products, which are by far the most popular in Spain.
By leaving the lottery out, DGOJ may be working against its core focus on providing everyone, including young children, teenagers, and adults, with the tools necessary to protect themselves.
SELAE and ONCE will not be monitored under the new system, at least given its current parameters, but this is yet to change as consultations are ongoing.
The Most Hands-On of Any Regulatory Systems in Europe
DGOJ is still collecting input from operators, researchers, various stakeholders, tech firms, and the public, and the system, which will have 60 different parameters, is far from being released or anywhere close.
Ultimately, this system is not just another way to punish operators, but rather a government-backed solution that will empower licensed companies to ensure that their players are playing safely and responsibly.
