PAGCOR Partners with NPC to Strengthen Data Protection in Gaming

The Philippine Amusement and Gaming Corporation (PAGCOR) announced that it has entered into a partnership with the country’s National Privacy Commission (NPC). Thanks to a new Memorandum of Understanding (MoU), the two agencies will tackle data privacy challenges across the gaming sector.

A Vital Step in Aligning PAGCOR’s Policies with the Data Privacy Landscape

According to the Philippine regulator’s announcement, the MoU was signed at the PAGCOR Corporate Office in Pasay City on October 20. The agreement will see the PAGCOR and the NPC join forces on tackling a variety of data privacy and compliance-related challenges across the Philippine gaming sector.

Among other things, the two agencies will encourage stakeholder collaboration and champion a gaming sector that players and employees can trust with their data.

Alejandro H. Tengco, the PAGCOR’s chair and chief executive, emphasized that the partnership is part of a broader initiative to protect the personal data of gaming industry employees, licensees and participants. He explained:

This MOU with the NPC is a vital step in aligning PAGCOR’s policies and processes with the evolving data privacy landscape. It reinforces our duty to protect personal information while ensuring that our operations remain transparent, compliant, and trustworthy.

Tengco added that the tie-up with the NPC is a stepping stone toward the creation of a banned players register that will include a variety of excluded players and government officials who have been prohibited from gambling.

A Hallmark of Excellence in Gaming

The idea of an MoU between the PAGCOR and NPC was originally proposed at a recent NPC-led Data Privacy Training Workshop for Government-Owned and Controlled Corporations. It was proposed by PAGCOR data privacy officer Maria Concepcion Gloria-Rubio, who suggested that a dedicated framework could bolster the Philippines’ compliance efforts.

John Henry Naga, NPC’s privacy commissioner and chair, was pleased with the PAGCOR’s proactive approach to promoting data privacy accountability. Naga agreed that cooperation makes sense and that the two regulatory agencies will be able to increase their oversight of personal data protection within industries that handle a lot of sensitive information.

The PAGCOR concluded by teasing a variety of joint activations with the NPC. These will seek to raise privacy awareness and encourage policy development to strengthen privacy governance in gaming.
