Norwegian Authorities Unite to Shield Youth from Gambling Risks

The Norwegian Gaming Authority (NGA) has joined forces with the Norwegian Consumer Authority (NCA) and the Norwegian Media Authority (NMA) in a coordinated effort to better protect young people from gambling-related harm. According to the organizations, a growing number of younger users are calling the national gambling helpline with issues regarding casino-style mechanics in video games. This has prompted the three organizations to collaborate in order to protect young people.
Norwegian National Organizations Coordinate to Protect Young People from Gambling-Related Harm
Norwegian Consumer Authority director Bente Øverli stated that gambling and purchases have become a more prominent aspect of computer games. She noted that these games are increasingly incorporating tactics traditionally seen in casino games, thereby exposing children and young people to potential risks.
This trend is particularly concerning due to the widespread popularity of video games among young people. The Norwegian Media Authority’s Children and Media 2024 study shows that nearly 90% of children and teenagers aged 9 to 18 play computer games, with almost half engaging in gameplay on a daily basis.
Gambling-like features found in some games include loot boxes, which allow players to buy randomized digital items, and skin betting, where in-game items are wagered for the chance of real-world rewards. Loot boxes have sometimes been blamed for hurting young people and children concerning predisposing them to harmful gambling behavior. For example, FIFA has been blamed for the increase in underage gambling in the UK, as the game features an extensive loot box system.
The three regulatory bodies emphasized the importance of collaboration in addressing these challenges. NMA director Mari Velsand highlighted that joint efforts among regulators are significantly more effective than working independently, referencing the successful removal of illegal gambling advertisements from Norwegian television as an example.

The Norwegian Gaming Authority (NGA) reports that 64% of individuals contacting the gambling helpline and identifying as having a gambling problem pointed to casino games, particularly online slot machines, as the main cause.
In 2024, the helpline received 836 calls or chats related to gambling issues, a number consistent with 2023, which saw 831 contacts. However, casino games have become an even more dominant concern, with odds-based games ranking second. Among those seeking help for gambling problems, 88% were men, and 35% were under the age of 25, an increase from 33% in 2023. In cases specifically linked to video games, 92% of callers were male, and nearly half (49%) were under 18.
