Brazil’s SPA and Conar to Work Together to Improve Gambling Ads Oversight

Brazil’s Prizes and Betting Secretariat (SPA-MF), part of the Ministry of Finance, has partnered with the National Advertising Self-Regulation Council (Conar) to strengthen the oversight of advertising campaigns within the country’s gambling sector.

SPA and Conar Sign Agreement

The agreement outlines several initiatives, including the establishment of a permanent communication channel between SPA and Conar to address cases of irregular or illegal advertising, the launch of educational campaigns, and the development and distribution of informational materials. Additionally, both organizations will share information and monitoring techniques to detect recurring violations and enhance enforcement efforts.

Both have also announced that there will be a particular emphasis on protecting children and adolescents from exposure to gambling. 

SPA-MF’s newest announcement comes just a couple of weeks after Brazil released its first performance report on the regulated gaming market in the country, which showed continued growth and regulation in the sector.

Officials Talk About the New Partnership

Sergio Pompilio, president of Conar, stated that the cooperation represents a major advancement for the betting sector. He described it as a significant milestone, noting that the integration of regulatory and self-regulatory approaches has become a modern and widely adopted practice in many countries. According to Pompilio, this combined effort is essential for addressing the challenges in high-impact areas such as betting. He also expressed confidence that the partnership will reinforce their commitment to socially responsible advertising and support the development of responsible and sustainable innovation in the sector.

Meanwhile, Regis Dudena, secretary of prizes and betting at the Ministry of Finance, highlighted that the agreement with Conar strengthens the Ministry’s commitment to safeguarding the public and the popular economy. He emphasized the influential role advertising plays in shaping public perception and access to betting and commercial promotions. Dudena also stressed the importance of preventing messages from illegal operators or advertisements that are misleading, promote harmful behaviors, or target vulnerable groups such as children and adolescents.
