Belgium Kicks off Gaming Strategy with Kansspelcommissie Appointments
The KSC now represents five separate ministers, exemplifying the government’s broader involvement in the gaming sector

Belgium has initiated its six-year gambling strategy, preparing to reform the sector. The strategy’s launch was marked by new appointments to the Kansspelcommissie (KSC), the local gaming regulator.
The Regulatory Body Will Represent Five Ministers
On September 1, the Royal Decree concerning the KSC composition kicked off, as announced in the Belgian Official Gazette on August 26. As a result, twelve effective and twelve substitute members were appointed to the KSC. These appointments followed the exits of several former KSC members.
The KSC now represents five separate ministers, exemplifying the government’s broader involvement in the gaming sector. The five ministers involved in the KSC include:
- Minister of Finance (who is also responsible for the National Lottery)
- Minister of Justice
- Minister of Economy
- Minister of the Interior
- Minister of Public Health
The Ministry of Finance will retain a key role and will continue to oversee the Belgian lottery.
KSC Welcomes 12 Effective Members
As announced in August, the new members will serve six-year terms. Per the earlier announcement, the appointees include the following:
Representatives of the Minister of Justice:
- Nathalie Patoussa (French-speaking member)
- Daisy Vervenne (Dutch-speaking member)
Representatives of the Minister of Finance:
- Anne-Loure Mouligneaux (French-speaking member)
- Ignace Vandewalle (Dutch-speaking member)
Representatives of the Minister of Economy:

Representatives of the Minister of the Interior:

- Béatrice Vossen (Dutch-speaking member)
Representatives of the Minister of Public Health:
- Ferdinand Van Der Gracht (French-speaking member)
- Lena Boons (Dutch-speaking member)
Representatives of the Minister responsible for Belgium’s National Lottery:
- Tom Van Caeckenberghe (French-speaking member)
- Caroline Dujacquier (Dutch-speaking member)
Government Appoints 12 Substitute Members
In addition to the effective members, the government appointed the same number of alternate members to the KSC. Just like their effective counterparts, these appointees will serve six-year terms. The substitute members include the following:
Representatives of the Minister of Justice:
- Jessica Failla, deputy for Nathalie Patoussa
- Niek De Meester, deputy for Daisy Vervenne
Representatives of the Minister of Finance:
- Pierre Mouligneaux, deputy for Anne-Loure Mouligneaux
- Philippe Waeytens, deputy for Ignace Vandewalle
Representatives of the Minister of Economy:
- Virginie Desmet, deputy for Michaël Stokard
- Koen Peumans, deputy for Sahin Yazici
Representatives of the Minister of the Interior:
- Lucas Ducarme, deputy for Stéphane Obeid
- Philip Willekens, deputy for Béatrice Vossen
Representatives of the Minister of Public Health:
