Vietnam Debates Entry Fee Instead of Financial Capacity Requirement
Previously, the country has been using a financial capacity requirement whereby a visitor had to prove that they can afford to spend money on gambling, and this has changed

Vietnam is looking to tailor its land-based gambling industry in a way that will allow more local people of legal gambling to play without having to jump through tight regulatory hoops, without compromising player safety at the same time.
Vietnam Will Let Locals Access Gaming Floors More Easily – But Conditions Apply
Now, the country is toying with the idea of introducing an entry fee in lieu of the requirement that proves that a player can afford to spend money on gambling, with the Ministry of Finance believing that this is a far more practical measure.
The idea is probably borrowed from Singapore, which utilizes the fees to boost footfall on its casino floor and do away with tedious entry rules that are suppressing entries and leading to a drop in revenue.
Yet, the new rules are not going to be too lax when it comes to residents, who would still have to pay about $100 for accessing the gaming facilities for every 24 hours they are there. For a local to play at a casino in Vietnam, they would also have to be at least 21 years of age and not be on any exclusion list.
Participating Casinos Need to Be Up to Regulatory Scratch
However, this is still just a draft and a proposal that has not been enforced and may never be. As a pilot is likely to take part in any event, casinos that wish to participate will have to ensure that they have the necessary equipment to determine and ensure an independent review if the need arises.
This means that there will have to be a 24/7 surveillance system at those participating casinos, which covers all entrances and exit points from the casinos.
