Two Arrested After Kidnapping a Woman from Oklahoma Casino
Law enforcement found a vehicle with the two suspects and their victim inside on the night of August 17 after she was kidnapped from a tribal casino in Oklahoma

Two men, Luis Miguel Dominguez and Fernandez-Lux Morales, were arrested early Sunday in Arkansas after a woman reported that she had been kidnapped from the 7 Clans First Council Casino & Resort and sexually assaulted.
The Assailants Were Promptly Arrested
The arrest occurred after 1 am on August 17 when officers responded to a call in the 1600 block of South Sixth Street. The suspects were identified as 35-year-old Luis Miguel Dominguez and 24-year-old Jose Fernandez-Lux Morales, both residents of Arkansas City.
In the early hours of Sunday, August 17, Arkansas City Police were dispatched to the 1600 block of South 6th Street in Arkansas City, Kansas, in response to a reported kidnapping. A caller reported seeing a gray SUV matching the description of a vehicle believed to be involved in the abduction from the casino.
Located in Newkirk, just south of the Kansas border, the 7 Clans First Council Casino & Resort is one of five tribal casinos in Oklahoma owned and operated by the Otoe-Missouria Tribe of Indians. It is the largest of the five, featuring 1,200 slot machines and around two dozen live-dealer table games, including craps, roulette, and blackjack.
Law enforcement located the SUV shortly before 1:30 am in the 400 block of South 8th Street. Inside the vehicle, officers found two men, along with a woman who told police she had been taken against her will from the tribal casino and sexually assaulted. The victim was taken to a local hospital for medical treatment. Morales and Dominguez were arrested and booked on multiple charges, including aggravated kidnapping. Dominguez also faces additional charges of rape and aggravated criminal sodomy.
Dominguez Is the Subject of an Immigration Detainer
According to the Cowley County Sheriff’s Office inmate roster, both Dominguez and Morales remain in custody at the county jail. Dominguez is being held on three felony charges with a bond set at $1 million, while Morales is detained on a $500,000 bond.
Arkansas City authorities also report that Dominguez is the subject of an immigration detainer issued by US Immigration and Customs Enforcement (ICE). The detainer requests that local law enforcement hold him for up to 48 hours beyond his scheduled release to allow ICE to take custody for possible deportation proceedings.
Dominguez has a lengthy rap sheet in Kansas, including failure to pay child support, failing to appear in court, operating a vehicle without a valid driver’s license, and domestic battery. However, it remains unclear why Morales has only been charged with aggravated kidnapping and not rape and aggravated criminal sodomy, as has Dominguez.
The Arkansas City Police Department says it continues to investigate the case.
