Sweden Fines 3 Providers That Powered Unlicensed Operators
Despite boasting Swedish licenses, the three providers offered content to offshore operators

The Spelinspektionen, Sweden’s gambling regulator, has issued fines to three separate companies that provided gaming software to unlicensed operators. These included EGT Digital Gaming, Quickspinn, and Kalamba Games.
Kalamba Games Was Sanctioned
As reported by the authority, Kalamba Games Limited received a warning paired with a penalty fee for providing software to operators that lacked the necessary license to offer gambling in Sweden.
The findings stem from May 9, when the Spelinspektionen inspected several offshore casino websites and learned that Kalamba was supplying games to the casinos in question.
Kalamba Games received a five-year license to offer games to licensed operators in Sweden on April 15, 2024. However, as the Spelinspektionen emphasized, Sweden’s licensing requirements prohibit licensed software providers from supplying their products to unlicensed gaming operators.
Kalamba was eventually slammed with a SEK 60,000 ($6,400) penalty payment order. The operator acknowledged its mistake and vowed to rectify it.
Quickspinn Received the Largest Fine of the Three
Similarly, Quickspinn AB, a Playtech-owned studio which was granted a five-year permit on April 19, 2023, was found guilty of fueling unlicensed casino websites with games. On May 15, the Spelinspektionen learned that the gambling company had been providing software to unlicensed operators, too.
Quickspinn received a sanction fee of SEK 650,000 ($69,000) and was required to cease offering games to offshore operators.
EGT Digital Gaming Had to Pay SEK 5,000
The final sanctioned provider was EGT Digital Gaming Ltd, which was likewise slammed with a warning and penalty fee for non-compliance after the authority learned that its content appeared on unlicensed websites.
As a result of its violations, EGT Digital Gaming was required to pay SEK 5,000 ($535). For context, the company was granted a five-year license on October 1, 2024.
On May 23, 2025, EGT Digital Gaming confirmed that it was no longer manufacturing, supplying, installing, or modifying software to operators that lacked a Swedish license.
In other news, the Spelinspektionen recently announced the ban of two illegal operators, namely Ryker BV and Bitx Operations NV. In addition to that, the regulator confirmed the conclusion of a case against the Swedish Postcode Lottery and the appointment of a new director general of the regulatory body.
