PAGCOR Guarantee to Help Players Avoid Scams and Fraud
Alejandro H. Tengco, the PAGCOR’s chair and chief executive officer, hailed the launch of PAGCOR Guarantee, saying that it will help players play with confidence, knowing that they are engaging with a duly licensed platform

As the fight against illegal online gambling operators in the Philippines continues, the Philippine Amusement and Gaming Corporation (PAGCOR) launched a new resource for players. Filipino gamblers can leverage this new resource to make sure that the companies they are playing with are legal.
PAGCOR Guarantee Will Allow Gamblers to Play with Confidence
On June 18, the PAGCOR unveiled the PAGCOR Guarantee website, which contains information about gambling websites available to players in the country. Local gamblers can visit the site to check the legitimacy of services and ensure they are playing with a safe and legal company.
The initiative is in line with the PAGCOR’s goal to provide a “transparent and reliable reference” for both players and industry stakeholders. Its launch comes as the Philippine illegal online gambling market remains strong, despite authorities’ best efforts to weed out bad actors.
On PAGCOR Guarantee, visitors will be able to find a freshly updated list of licensed online gaming platforms that are regulated by the PAGCOR. The website will also contain direct links to legal gambling platforms, providing players with an extra layer of certainty.
CEO Tengco Hailed the Site’s Launch
Alejandro H. Tengco, the PAGCOR’s chair and chief executive officer, hailed the launch of PAGCOR Guarantee, saying that it will help players play with confidence, knowing that they are engaging with a duly licensed platform.
He said that the site will effectively provide the public with a quick, accessible, and reliable way to make certain that a website is legal, “empowering them to make informed decisions” and avoid scams.
According to Tengco, the new online platform reflects his team’s commitment to a safe and transparent gaming market. He also encouraged Filipino players to use this resource to find what sites they can confidently wager with, without risking losing their money without receiving a payout.
Illegal online gaming sites not only endanger players but also erode public trust and deprive the government of vital revenues. The PAGCOR Guarantee is a key component of our regulatory framework to protect both the industry and the Filipino people.

PAGCOR’s Leadership Tendered Courtesy Resignations
The launch of PAGCOR Guarantee comes a few weeks after the PAGCOR board members tendered courtesy resignations amid government restructuring. This government initiative sought to align state agencies with government priorities and the public’s best interest.
Earlier this year, CEO Tengco was provided with a special honorary award at Asia Gaming Brief’s Asia Gaming Awards. The ceremony took place in March, and industry veterans celebrated Tengco’s achievements and applauded his key role in the transformation of the Philippine gaming industry.
