Maryland Rejects Intralot’s Lottery Bid, Company Eyes Legal Remedies
The company reiterated that it firmly believes that its proposition would generate the most value for Maryland

Lottery solutions specialist Intralot has informed its investors about the rejection of its bid for the award of a contract for a new Central Lottery Monitoring and Control System in the state of Maryland. In addition to warning that the state stands to lose a “substantial financial benefit,” Intralot implied that it is weighing its legal options.
Intralot’s Bid Was Rejected
On August 4, 2025, Intralot informed its investment community about the rejection of its bid for a Central Lottery Monitoring and Control System. According to the company, this rejection was quite surprising, considering the value of its bid.
Intralot noted that the Maryland Lottery and Gaming Control Commission selected Intralot as its preferred bidder in July, expressing preference for the company over competitors Brightstar and Scientific Games. The commission therefore recommended that Intralot be awarded the new ten-year lottery contract. The latest contract is set to commence in May 2027.
While all three bidders were confirmed to meet the Maryland Lottery’s demands, including the requirement for a Minority Business Enterprise (MBE) participation of 28% over the life of the contract, Intralot stood out as the commission’s choice. Intralot added that this was due to the fact that its proposal was found to be “the most advantageous to the state.”
The Commission Changed Its Mind
Last week, however, the Maryland Lottery and Gaming Control Commission changed its mind and rejected the bid. The commission confirmed that this rejection was due to Intralot’s alleged failure to meet the minimum required percentage of MBE participation.
This decision comes as a great surprise, especially considering that Intralot, Inc. had allocated a significantly higher percentage of the project to local subcontractors than the minimum required.

In addition to that, Intralot noted that it had maintained full transparency about the identity and the role of these subcontractors. Intralot also pointed out that an earlier statement by the commission had stated that all participants complied with the requirements of the relevant RFP.
The Company Could Pursue “Legal Remedies”
Intralot added that it is considering its options and implied that it could potentially resort to legal remedies.
The Company reserves all its legal rights and intends to pursue every legal remedy available to protect the interests of its shareholders. The bid submitted by Intralot, Inc. is technically sound and by far the most financially advantageous, significantly outperforming the second-best offer.
