New York’s ongoing battle for three downstate casino permits has narrowed to four candidates, with proposals in Queens, the Bronx, and Yonkers now entering the last phase. This development follows a series of crucial community advisory panel votes that knocked out several well-known Manhattan projects and a Coney Island plan earlier this week.

Resorts World and Cohen’s Citi Field Project Emerge as Top Casino License Contenders

The biggest plan still in play is Mets owner Steve Cohen’s $8 billion “Metropolitan Park” project, which got a unanimous thumbs-up in a local review on September 30. The plan, which is in collaboration with Hard Rock International, aims to turn 50 acres of parking next to Citi Field into a massive entertainment center. Besides gambling, the idea includes a 25-acre park, a 5,600-seat venue for shows, big upgrades to the Willets Point subway station, and hundreds of affordable homes in nearby Corona. Supporters say the project could bring in $850 million in yearly taxes by its third year.

Resorts World in Jamaica, Queens, got full backing for its $5.5 billion growth plan last week. The Aqueduct-based spot, now a “racino,” aims to be a top pick for one of the full licenses. The growth would bring in table games, a 7,000-seat theater, and a sports and media school tied to NBA champion Kenny Smith. The builders say this will create many jobs, while Queens-born Nas, who joined the team in 2024, speaks up for the plan as good for working families.

Bally’s Political Boost and MGM’s Racino Advantage Shape Final Casino Lineup

In the Bronx, Bally’s pushes ahead with its $4 billion plan for the Ferry Point golf course site. The proposal includes a casino, a 500-room hotel, shops, a spa, and an event center. The bid seemed to have hit a roadblock when the City Council turned down its land-use application. However, it got a new chance when Mayor Eric Adams used his veto power. People who follow politics have pointed out Bally’s strong connections in the city hall. They have also noted a money deal with the Trump Organization, which could receive a big payment if this site gets picked.

MGM’s Empire City Casino in Yonkers completes the lineup. Like Resorts World, it already runs as a racino, giving it a big edge. Experts think it is almost sure to get one of the three licenses, due to its current customers and steady income. With Manhattan no longer in the race after all three of its proposals got turned down, the focus now moves to Albany. The New York State Gaming Commission plans to make its final picks by the end of the year.
