Cape Coral Police Shut Down Seven Illegal Casinos in Big Gambling Crackdown

Seven gaming businesses in Cape Coral, Florida, were shut down following police raids targeting illegal casino operations, as authorities seized over 400 gambling machines and more than $540,000 in cash.
Police Bust Illegal Gambling Sites
In coordination with the Florida Gaming Commission, law enforcement executed search warrants at several arcades, marking what authorities described as the first operation of its kind in Southwest Florida. The operation followed a months-long Cape Coral Police Department investigation, which was done in collaboration with the above-mentioned authorities.
On the morning of August 22, officers carried out the warrants at six casino-style establishments and one private residence. According to an initial investigation, the operators had intentionally rigged the machines to guarantee ongoing losses for players, thereby taking advantage of vulnerable individuals, a report stated.
The operation involved more than 90 law enforcement officers, underscoring the size and coordination required for the effort. Authorities executed the searches shortly after the targeted locations opened for business. Although no arrests have been made so far, several individuals have been identified as persons of interest. Police say the investigation is still in its early phases, with further enforcement actions anticipated as it progresses.

Illegal Casinos Targeted Elderly People
The investigation uncovered that the illegal casinos were intentionally targeting vulnerable individuals, particularly elderly people suffering from gambling addictions. According to Officer Mercedes Simonds, preliminary analysis showed that the machines had been deliberately configured to produce consistent losses, further exploiting at-risk individuals.
While the total number of victims remains unknown, authorities emphasized that the primary goal is to prevent any further harm. Under Florida state law, gambling machines are required to maintain a minimum payout rate of 85%. However, investigators discovered machines with payout rates as low as 18.5%.
Police stated that the investigation remains in its early stages, and further enforcement actions are anticipated.
