Brazil Rolls Out Fix to Operator Certification Delays
The updated legislation should help resolve some of the bottlenecks that cause unnecessary certification slowdowns while maintaining strict adherence to regulations

Following delays in the certification process for betting operators, the Secretariat of Prizes and Betting (SPA) of Brazil’s Ministry of Finance has issued Instruction No. 3/2025. Published on 14 January, the directive looks to streamline the certification process and resolve some operational bottlenecks hindering the work of accredited laboratories.
The Update Introduces Sweeping Changes
This initiative aims to alleviate some of the ongoing issues plaguing the technical certification process, ensuring operators can continue their activities without interruption while remaining compliant with Brazil’s stringent gambling regulations. Instruction No. 3/2025 tackles a broad selection of issues and extends some operator application deadlines, ensuring a smoother process for all parties.
According to the updated regulations, provisionally authorized operators must submit several certificates for their online services by 30 January. A new Cover Page format for Multi-Operator Certifications should also ensure greater clarity and regulatory alignment across operators sharing certification resources, which is especially relevant to B2B service providers.
Other updates relate to operators who already received a license, requiring them to provide monthly updates of several core documents in case of operational changes. The regulations also allow companies to apply for an extension to their certification process and refine the verification process for operators specializing in live studio-based online games. Such companies must submit specific certifications starting 1 February.
Brazil Remains Committed to a Balanced, Sustainable Industry
The new directive aligns with Brazil’s broader strategy to ensure the country’s gambling market remains well-regulated and transparent. The SPA remains judicious with its licensing process, requiring total alignment with its regulatory requirements. New licenses are valid for five years, allowing operators to manage up to three different “skins” or betting brands.
These updated measures should better align regulatory needs with operational realities while enhancing the government’s commitment to consumer protection and market integrity. Thanks to the SPA taking proactive measures to address the fast-growing Brazilian betting industry should hopefully remain competitive and secure. A more seamless process should also prevent operators from considering operating illegally.
With the rollout of Instruction No. 3/2025, Brazil takes another critical step toward establishing its position as a regional leader in the gambling sector. As the market matures, stakeholders can expect continued refinements to the regulatory framework to support sustainable growth without compromising consumer trust and safety.
