Brazil Creates Work Group to Advance Project for Unified Betting Supervision
Future meetings of the working group will build on the initial discussions, addressing more complex topics such as interoperability in player protection systems

On July 10, Brazil’s Secretariat of Prizes and Bets of the Ministry of Finance (SPA-MF) brought together representatives from the Federal District and 16 states in a special Work Group’s first two official meetings, held at the Ministry’s headquarters in Brasília, the country’s capital. This marks a significant step in Brazil’s transition toward a more unified and regulated national framework for fixed-odds betting and lottery operations, as well as the creation of the National Betting System (Sinapo).
New Work Group to Create New Betting Oversight in Brazil
The Work Group’s first session focused on establishing the administrative structure for licensing and regulation, covering the processes for authorizing operators, ensuring compliance, and enforcing penalties for breaches. In the second session, members turned their attention to two key regulatory priorities: responsible gambling practices and anti-money laundering measures. The discussions aimed to develop a standardized set of requirements in these areas for implementation across all participating jurisdictions.
Future meetings of the working group will build on these initial discussions, addressing more complex topics such as interoperability in player protection systems. One key upcoming priority is establishing the entry criteria for the Self-Exclusion Platform. This initiative is currently being developed by the federal government. This national platform will enable individuals to voluntarily limit their access to gambling services, aiming to reduce the risks linked to problem gambling and compulsive behavior.
What Else Does the Work Group Hope to Achieve
This joint regulatory initiative also seeks to address illicit betting activities and money laundering, which are issues that have long compromised the credibility and security of the gambling industry. By implementing and enforcing common anti-fraud measures and due diligence protocols, the working group aims to enhance the legitimacy and operational integrity of Brazil’s growing betting market.
Although each federative entity maintains some level of autonomy, Sinapo is expected to integrate these varied policy approaches into a unified system that balances state-specific needs with national oversight. The focus on responsible gambling policies is especially important as Brazil’s legal betting market expands, attracting attention from both domestic and international stakeholders. Speaking of which, recently, Nolimit City expanded in Brazil, following the ever-growing trend of more companies entering the country’s gambling scene.
By means of this multilateral Work Group, Brazil seeks to establish a strong framework that supports a sustainable and well-regulated betting industry that would both benefit suppliers and protect users.
