ANJ Fines Operator €75,000 over Serious Data Compliance Deficiencies
The authority remains committed to protecting the integrity of the French gambling market, ensuring that licensed operators remain accountable while cracking down on illegal entities

France’s gambling regulator, l’Autorité Nationale des Jeux (ANJ), has fined a licensed online betting operator €75,000 ($87,500) for repeated failures to follow obligatory data compliance rules. A thorough investigation uncovered significant shortcomings in the way the operator processed customer betting data, necessitating this intervention. The ANJ remains vigilant, ensuring French consumers can wager safely and responsibly.
Accurate Data Remains Imperative for Harm Prevention
According to the ANJ’s ruling, the offending operator twice between 2022 and 2024 fell short of its legal requirement to archive and transmit essential gaming data. These failures violated key regulatory provisions that require gambling businesses to ensure that the regulator can fully access accurate data on all transaction records and player account balances.
At the root of the case was the operator’s neglect to duly archive millions of euros in betting activity, omitting these transactions from the secure hardware-based archiving system mandated by law. In a second breach, the company sent over 900,000 incomplete or inaccurate data entries, compromising the regulator’s ability to verify betting operations and track risky gambling behavior.
“A failure in the transmission of this information has a significant impact on the checks conducted by the ANJ, especially concerning the detection of pathological gamblers.”
ANJ statement
The ANJ emphasized that the operator’s failings obstructed the regulator’s mission to ensure transparency and integrity in games of chance and maintain public safety through identifying patterns of fraud, money laundering, or gambling addiction. Such deficiencies could also undermine public trust, potentially pushing consumers toward black market operators.
The Regulator Maintains Strict Oversight
The enforcement action aligns with the ANJ’s ongoing drive to tighten its regulatory grasp on the French gambling industry. While the authority’s 2024 report noted substantial progress by licensed companies in areas like problem gambling detection and anti-money laundering (AML) controls, it also emphasized the need for strict sanctions when operators come up short.
In 2024 alone, the ANJ imposed nine individual penalties above €400,000 ($467,000) and intensified its clampdown on unauthorized gambling sites. The authority blocked over 1,250 illegal websites from targeting French consumers and systematically targeted financial channels favored by black market entities. The ANJ is also taking substantial efforts to promote responsible gambling and minimize harm.
While the ANJ did not publicly name the offending operator, the company will introduce new controls and measures to ensure such violations do not happen in the future. This case is a reminder that even authorized operators in France’s regulated market could face substantial consequences if they don’t comply with their obligations, especially where data integrity is concerned.
